Driving Licence Services and Fees at a Glance

The fee structure is set centrally under the Central Motor Vehicles Rules, so the base amounts are the same across states. A few states add a small smart card or service charge on top, which is displayed at the time of online payment.

Every payment is made online through the Parivahan payment gateway using UPI, net banking or a debit or credit card from SBI, HDFC Bank, ICICI Bank or any other bank. Cash is not accepted at most RTO counters any longer, so keep the payment receipt PDF as proof.

Who Is Eligible for a Driving Licence in India

Eligibility depends on the class of vehicle you want to drive. Age is the main criterion, along with a valid learner’s licence and, for commercial classes, formal training.

  • Gearless two-wheelers up to 50 cc: minimum age 16 years, with written consent of a parent or guardian.
  • Motorcycles with gear and light motor vehicles (cars, jeeps, small vans): minimum age 18 years.

There is no upper age limit for a private licence, but after age 50 the licence is renewed every five years and a medical certificate is compulsory at each renewal.

Applying for a New Learner’s Licence

The learner’s licence is the first document every driver needs. It allows you to practise on public roads under supervision, with an L plate displayed on the vehicle. Since 2021, most states allow the entire learner’s process, including the test, to be completed online through Aadhaar authentication.

The fee is Rs 150 for each class of vehicle you apply for and Rs 50 for the computerised test. Applying for two-wheeler and car together costs Rs 350 in total. The licence is valid for six months, and you must clear the permanent driving test within that window or apply again.
